Effective July 4, 2026, SBA policy expanded the cumulative financing capacity available to certain eligible borrowers using both the SBA 7(a) Loan Program and the SBA 504 Loan Program.
Under the updated policy, qualifying borrowers may potentially access:
- Up to $5 million through SBA 7(a) financing
- Up to $5 million through SBA 504 financing
- Up to $10 million in combined SBA-backed financing, subject to applicable program limits, borrower affiliation rules, lender underwriting, transaction structure, and SBA eligibility requirements
This change increased the prior cumulative limit that generally applied when a borrower or affiliated business group used both programs.
How the Programs May Work Together
The two programs serve different financing purposes and may sometimes complement one another.
SBA 7(a) financing may support eligible needs such as:
- Working capital
- Business acquisitions
- Equipment
- Eligible debt refinancing
- Certain commercial real estate
- Other qualifying business purposes
SBA 504 financing is generally focused on major fixed assets such as:
- Owner-occupied commercial real estate
- Construction and facility expansion
- Long-term machinery and equipment
- Certain qualifying fixed-asset refinancing
A qualifying transaction may therefore use the two programs to address different eligible financing needs, subject to SBA rules and participating lender requirements.
Important Limitation
The $10 million amount is a maximum cumulative financing capacity, not an automatic loan amount or entitlement.
Not every borrower or transaction will qualify for combined 7(a) and 504 financing. Actual financing availability depends on factors including:
- SBA eligibility
- Applicable affiliation rules
- Eligible use of proceeds
- Participating lender underwriting
- Borrower repayment ability
- Required equity contribution
- Collateral and guaranty requirements
- Individual 7(a) and 504 program limits
- Transaction structure and sequencing
The individual program limits remain separate from the expanded cumulative limit. In particular, the standard 7(a) maximum remains $5 million, while certain 504 projects may have different maximum debenture limits under applicable SBA rules.
